Exempts foster children placed in qualified residential treatment programs (QRTPs) from Medicaid's "IMD exclusion," which typically bars federal Medicaid payments for services in psychiatric institutions

Amends Section 1905(a) of the Social Security Act to allow Medicaid coverage regardless of whether the child receives foster care maintenance payments under Section 472

Applies to children in foster care under state responsibility who are placed in child care institutions meeting the QRTP definition

Takes effect for services furnished on or after October 1, 2026
