Expands the VA's Precision Medicine for Veterans Initiative to cover repetitive low-level blast exposure, dementia, and other brain health conditions in addition to existing mental health conditions

Requires the VA and Department of Defense to establish a data-sharing partnership within one year, incorporating data from the Armed Forces, U.S. Special Operations Command, and the Long-Term Impact of Military-Relevant Brain Injury Consortium

Mandates specific research including big-data assessments, at least two large-scale implementation studies, a translational study on growth hormone replacement therapy, and at least four quality improvement studies focused on veterans with low-level repetitive blast injuries

Directs the VA Secretary to contract with the National Academies of Sciences, Engineering, and Medicine within 60 days to validate brain and mental health biomarkers among veterans, with biennial reports to Congress

Authorizes $5,000,000 annually for fiscal years 2025 through 2030 to carry out the initiative
