Secretary of Homeland Security authorized to award a one-time grant of $5,000,000 to $10,000,000 to the National September 11 Memorial & Museum at the World Trade Center for operation, security, and maintenance

Grant recipient must provide free admission for active and retired military members, registered first responders to the 9/11 attacks, and family members of victims

Dedicated free admission hours for the general public required at least once per week as a condition of receiving funds

Recipient subject to annual federal audits of financial statements including ticket sales, donations, grants, and expenditures, with results made publicly available

Grant must be awarded within 90 days of completed application; no new funds authorized, subject to existing appropriations
