TSA Administrator must submit a feasibility study within 270 days on treating as on-duty hours the time TSA airport employees spend traveling between their work locations and airport parking lots, bus stops, and transit stops

Study must analyze travel times at small, medium, and large hub airports, as well as average employee commute times excluding the airport transit portion

Study must evaluate potential benefits to employees and TSA, and explore using mobile phones and location data to track employee arrival and departure times at parking lots and transit stops

Study must estimate costs of counting this travel time as on-duty hours, including whether such hours would be creditable as basic pay for retirement purposes

Passed the House of Representatives on March 10, 2025, with reports due to House Homeland Security Committee and Senate Commerce, Science, and Transportation Committee and Homeland Security and Governmental Affairs Committee
