Requires the SBA Administrator to provide training to federal agencies that fail to meet service-disabled veteran-owned small business contracting goals under Section 15(g)(1)(A)(ii) of the Small Business Act

Training must be developed in consultation with the Office of Veterans Business Development and focus on increasing contract awards to service-disabled veteran-owned businesses

SBA must issue guidance and best practices within 180 days of enactment for federal agencies on improving contract awards to service-disabled veteran-owned businesses

Annual reports to Congress required starting 1 year after enactment, listing agencies that missed contracting goals, number of trainings provided, and overview of training content
