Institutions of higher education with relationships to Confucius Institutes, Thousand Talents Programs, or Chinese entities of concern become ineligible for Department of Homeland Security funding starting 12 months after enactment, unless they terminate those relationships

"Chinese entities of concern" includes Chinese universities involved in military-civil fusion, the defense industrial base, support for security/intelligence organizations, persecution of Uyghur Muslims, election interference, or affiliated with the Chinese Academy of Sciences

The Secretary of Homeland Security may grant case-by-case waivers for up to one year (renewable annually) after consulting with the Director of National Intelligence, if the institution maintains robust safeguards against unauthorized access to sensitive research and the relationship serves national security or poses no security risk

DHS must provide outreach and technical assistance to help institutions comply with the requirements

The Secretary must submit annual reports to the House and Senate homeland security committees detailing institutions with covered relationships that receive DHS funds and implementation of the restrictions and waivers
