Repeals Section 714 of title 38, which established separate removal, demotion, and suspension processes for certain VA employees, requiring them instead to follow standard federal employee disciplinary procedures

Amends title 5 U.S. Code to remove VA-specific exceptions from federal performance-based removal provisions

Preserves whistleblower protections by redesignating relevant provisions as new Section 734, titled "Protections for whistleblowers from removal, demotion, and suspension"

Restores disciplinary and grievance procedures for Veterans Health Administration personnel to the standards that existed before the 2017 VA Accountability and Whistleblower Protection Act (Public Law 115-41)
