Authorizes three coin denominations: up to 100,000 $5 gold coins, 500,000 $1 silver coins, and 750,000 half-dollar clad coins, with mintage limits adjustable based on public demand

Imposes surcharges of $35 per gold coin, $10 per silver coin, and $5 per half-dollar coin on all sales

Directs all surcharge proceeds to the Stephen Siller Tunnel to Towers Foundation to fund mortgage-free homes for Gold Star families and families of fallen first responders, scholarships, disaster response resources, and memorial projects

Requires no net cost to the U.S. government, with Treasury recovering all production costs before any surcharges are disbursed to the foundation
