Establishes the Office to Monitor and Combat Islamophobia within the Department of State within 120 days of enactment, headed by a Special Envoy appointed by the Secretary of State

Requires the Office to monitor and combat acts of Islamophobia and Islamophobic incitement occurring in foreign countries

Mandates inclusion of Islamophobia assessments in annual State Department human rights reports, covering physical violence, harassment, vandalism against Muslim community members and institutions, and government/media propaganda inciting hatred

Requires reports to document foreign government responses to Islamophobic incidents, enforcement of religious freedom protections for Muslims, and efforts to promote anti-bias and tolerance education

Reporting requirements take effect 180 days after enactment and apply to the Annual Country Reports on Human Rights Practices and the Annual Report on International Religious Freedom
