Secretary of Veterans Affairs must establish a 5-year pilot program beginning one year after enactment to provide eligible veterans with health savings accounts for direct primary care services from non-VA providers

Eligible veterans are those enrolled in the VA patient enrollment system; participants cannot receive VA medical care for services covered under their direct primary care arrangement during the pilot period

Health savings accounts may be used for periodic physician fees, preventive and diagnostic medical services, and prescription or non-prescription medications

Secretary must determine annual deposit amounts in consultation with an actuarial service, establish fraud prevention mechanisms, and submit quarterly implementation reports for two years followed by annual reports

No additional appropriations authorized; funding comes from existing Veterans Health Administration appropriations, and the program terminates five years after enactment
