Expands the Sloan Canyon National Conservation Area from 48,438 acres to 57,728 acres based on a new boundary map dated May 20, 2024

Requires the Secretary of the Interior to grant the Southern Nevada Water Authority temporary and permanent rights-of-way for the Horizon Lateral Pipeline within 1 year, without charging rents or fees

Permits the Southern Nevada Water Authority to excavate and dispose of sand, gravel, and minerals from pipeline tunneling without payment, with disposal sites identified through a memorandum of understanding with BLM

Prohibits pipeline construction from permanently adversely affecting conservation area surface resources or passing through designated wilderness areas

Preserves valid existing rights for utility transmission corridors and allows continued operation, maintenance, and establishment of new utility facilities within existing designated corridors
