SBA Administrator must ensure the "small business regulatory budget" for each small business concern equals zero or less starting in fiscal year 2026 and each year thereafter

Small business regulatory budget is defined as the cost to small businesses from SBA rulemaking, including new rules and modifications or repeals of existing rules

SBA Administrator must submit annual reports to Congress beginning 60 days after the end of fiscal year 2025, detailing rules issued by other federal agencies that impact small businesses

Reports must list each rule issued during the preceding fiscal year and be disaggregated by the federal agency that issued each rule

No additional funds are authorized to carry out this Act
