Expands the boundary of Marsh-Billings-Rockefeller National Historical Park in Vermont as depicted on map numbered 456/190,048, dated August 2023, to include a historic zone (mansion, surrounding buildings, Mt. Tom), a protection zone (Billings Farm and Museum), and King Farm

Authorizes the Secretary to acquire land within the expanded boundary through donation, purchase from willing sellers, federal transfer, or exchange, with specific access rights required for King Farm acquisitions

Permits acquired King Farm land to be used for agricultural and forestry purposes, conservation that preserves working farm character, and educational programs on agriculture, forestry, and natural history

Establishes the National Park Service Stewardship Institute at the park to advance stewardship practices through workshops and programming, share innovation through research, and enhance leadership and community engagement in conservation

Updates the scenic zone map reference from the 1991 version to the August 2023 proposed boundary revision map
