Requires the Secretary of Homeland Security to submit a plan within 180 days to identify, integrate, and deploy emerging technologies for border security, including AI, machine learning, fiber-optic sensing, LIDAR sensors, and nanotechnology

Mandates the plan assess CBP Innovation Teams' activities, identify technologies used by other federal agencies that could enhance border security, and evaluate privacy and security impacts on border communities

Authorizes the CBP Commissioner to maintain Innovation Teams to research and adapt commercial technologies for border security operations and address capability gaps

Requires Innovation Teams to establish operating procedures, strategic goals with projected costs and metrics, and protocols for transitioning successful technologies to programs of record

Mandates annual reporting to Congress on Innovation Team activities, including descriptions of piloted technologies and status of efforts to transition successful technologies to operational programs
