Requires George Washington's "Farewell Address" to be read aloud on the first day of the first regular session of each Congress in both chambers

In the Senate, the reading must be performed by a Senator designated by the majority leader

In the House of Representatives, the reading must be performed by a Representative designated by the Speaker

Adopted as an exercise of congressional rulemaking power and becomes part of the rules of each chamber

Either chamber retains the constitutional right to change or modify this rule at any time through normal rulemaking procedures
