Establishes the Congressional Fitness Challenge, a voluntary national recognition program promoting physical fitness among students aged 6 through 17 in public, private, and home schools

Requires participants to complete five fitness tests: 1-mile run/walk, pull-ups or flexed arm hang, curl-ups or sit-ups (60 seconds), shuttle run (120 feet total), and sit-and-reach flexibility test

Authorizes schools, Members of Congress organizing community events, and independent entities serving homeschoolers to sponsor the Challenge, with tests administered by certified fitness professionals

Awards certificates signed by the Speaker of the House, President pro tempore of the Senate, and the participant's Representative and Senators at three recognition levels: Gold (85th percentile), Silver (75th percentile), and Bronze (50th percentile)

Requires the House Administration and Senate Rules committees to establish performance benchmarks by age and gender, including adaptive standards for participants with disabilities, and allows Members to fund related activities through their office allowances
