Requires all Members of the House of Representatives and Senate to participate in random drug testing for illegal controlled substances once per term

Confirmed positive results must be reported to the Member and to the relevant Ethics Committee (House Committee on Ethics or Senate Select Committee on Ethics) for review

Ethics Committees must publicly disclose the identity of any Member who refuses to participate in the drug testing program and take appropriate action against them

Members must reimburse the House or Senate for the cost of their drug test

Positive results require confirmation through a second test using a different chemical process and certification by a contracted medical review officer; legal over-the-counter and prescribed drugs are excluded
