Prohibits both the House of Representatives and Senate from requiring more than a simple majority vote to end debate on any question, effectively eliminating the Senate filibuster's 60-vote cloture requirement

Overrides existing chamber rules to establish that only a majority of members voting (with a quorum present) is needed to close debate

Enacted as an exercise of congressional rulemaking power, becoming part of each chamber's rules but only applying to specific bills or joint resolutions under consideration

Preserves each chamber's constitutional authority to change its own procedural rules at any time through the same process used for other rule changes
