Establishes a 12-member bipartisan, bicameral Task Force on the Legislative Process to analyze options for expediting consideration of bills that passed the other chamber by unanimous consent, voice vote, or two-thirds majority

Task Force members appointed equally by House Speaker, House Minority Leader, Senate Majority Leader, and Senate Minority Leader (3 each), with required representation from Rules committees in both chambers

Requires the Task Force to issue a report within one year analyzing options for bicameral legislation expedition, with recommendations requiring approval by at least 9 of the 12 members

Implements the 131st recommendation of the Select Committee on the Modernization of Congress from the 117th Congress

Task Force terminates upon issuing its report, with records transferred to the House Rules Committee and Senate Rules and Administration Committee
