Directs the President to terminate use of U.S. Armed Forces for hostilities against organizations designated as foreign terrorist organizations or specially designated global terrorists on or after February 20, 2025, states where those entities operate, and non-state organizations engaged in illegal drug trafficking, unless Congress declares war or passes specific military force authorization

Cites U.S. military strikes on vessels on September 2, 2025 and September 15, 2025 as constituting hostilities under the War Powers Resolution without congressional authorization

Asserts Congress has not declared war nor authorized military force against recently designated terrorist organizations, drug trafficking organizations, or states where they operate, and that terrorist designations alone provide no legal authority for use of force

Preserves the right of the U.S. to defend against armed attacks or imminent armed attacks and to use Armed Forces in support of authorized counternarcotics operations, while clarifying that drug trafficking alone does not constitute an armed attack

Invokes expedited congressional procedures under Section 1013 of the Department of State Authorization Act (50 U.S.C. 1546a) for consideration of the resolution
