H.J. Res. 143 - Resolution Act

• Veterans Affairs-Public Health Service Joint Scholarship Program - Creates a scholarship program where Public Health Service officers attend the Uniformed Services University medical school at VA expense, then serve up to 10 years at VA medical facilities; officers who fail to complete service must reimburse twice the tuition and salary costs

• Professional Nonprofit Theater Grants - Authorizes $1 billion annually for FY2024-2028 to support nonprofit theaters producing live performances, with grants capped at 20% of annual expenditures or $16 million; eligible entities must have 3+ years of programming history and comply with labor laws

• Domestic Flowers Requirement and Native American Seeds Protection - Requires cut flowers in Executive Office, State, and Defense buildings to be U.S.-grown; directs Interior Secretary to work with Indian Tribes to identify and protect Native American seeds of traditional significance

• Small Business Innovation Research Extensions - Extends Direct to Phase II authority through 2030 for all SBIR agencies (capped at 10% of funds, 15% for NIH); extends commercialization readiness and other pilot programs through September 30, 2030

• Terrorism Reporting, AI Impersonation Ban, and Appropriations - Requires federal agencies to report on domestic terrorism acts within one year of investigation completion; criminalizes AI-generated impersonation of federal officials with up to 3 years imprisonment; appropriates $1 million each to NIH, USDA Rural Development, Treasury, Space Force, Fish and Wildlife Service, and Federal Railroad Administration
