Defines use of force against Cuba to include Coast Guard and other Armed Forces components conducting blockades or quarantines, which constitute "introduction into hostilities" under the War Powers Resolution (50 U.S.C. 1543(a))

Asserts Congress's sole constitutional authority to declare war under Article I, Section 8, Clause 11, noting no war declaration or military force authorization currently exists for Cuba

Preserves U.S. ability to defend against armed attacks, imminent attack threats, and conduct lawful counternarcotics operations

Invokes expedited legislative procedures under Section 1013 of the Department of State Authorization Act (50 U.S.C. 1546a) for consideration of the resolution
