Authorizes the President to use U.S. Armed Forces against nine named criminal organizations: Tren de Aragua, MS-13, Sinaloa Cartel, Jalisco New Generation Cartel, Northeast Cartel, Michoacán family, the United cartels, Cartel del Golfo, and Clan del Golfo

Extends authorization to forces affiliated with, coordinated with, or successor organizations to the named cartels

Cites allegations that the cartels have engaged in terrorism, drug smuggling (fentanyl, cocaine, heroin, methamphetamine), human trafficking, and violations of U.S. territorial integrity

References opioid overdose deaths exceeding 110,000 per year and asserts Mexico has demonstrated inability or unwillingness to dismantle these organizations

Constitutes specific statutory authorization under the War Powers Resolution while maintaining all other War Powers Resolution requirements remain in effect
