Condemns Russia's nuclear escalatory rhetoric and threats in the context of its illegal invasion of Ukraine, which has caused over 40,000 civilian casualties and displaced more than 10 million Ukrainians

Condemns Russia's February 2023 suspension of the New START Treaty, which limits Russian nuclear arsenals to 1,550 warheads on no more than 700 deployed delivery vehicles and expires February 5, 2026

Calls on Russia to return to full implementation of the New START Treaty, including onsite inspections, treaty-mandated notifications, and Bilateral Consultative Commission meetings

Urges the administration to pursue dialogue with Russia on a post-2026 nuclear arms control framework and risk reduction measures to prevent nuclear escalation and avoid an unrestrained arms race

Calls for continued bilateral talks with China on nuclear risk reduction and arms control, as well as new multilateral arms control efforts
