Amends Rule X of the House of Representatives to create a new Permanent Select Committee on Aging as clause 12

Committee would have oversight jurisdiction only, not legislative jurisdiction, focusing on comprehensive study of older Americans' issues including income, poverty, housing, health, medical research, welfare, employment, education, recreation, and long-term care

Committee tasked with encouraging development of public and private programs to help older Americans participate fully in national life and utilize their knowledge, skills, and abilities

Would develop policies to coordinate governmental and private programs addressing aging-related problems

Committee responsible for reviewing recommendations from the President or White House Conference on Aging regarding policies affecting older Americans
