Condemns violence and human rights violations against ethnic minorities in the Democratic Republic of the Congo (DRC) by the DRC Armed Forces (FARDC), M23, and other armed groups, including killings, sexual violence, forced displacement, and use of child soldiers

Urges Rwanda to withdraw troops from the DRC and cease support for M23 per the June 2025 peace agreement, and calls on the DRC to stop supporting armed groups including the Democratic Forces for the Liberation of Rwanda (FDLR) and "Wazelendo" militias

Calls on the President to appoint a Special Envoy to the Great Lakes region of Africa, provide Priority 2 refugee access for ethnic minorities fleeing violence, and impose targeted sanctions against human rights abusers under Executive Orders 13413, 13671, and 13818

Urges the DRC government to combat hate speech, ensure humanitarian access, and uphold obligations under international conventions including the UN Genocide Convention and Rome Statute of the International Criminal Court

Calls for increased security for millions of displaced persons and appeals to neighboring countries to provide safe harbor for refugees from all communities until human rights can be guaranteed in the DRC
