Requires questions of privilege resolutions addressing Member conduct to have at least one-fifth of House membership (approximately 87 members) as cosponsors before being entertained by the Chair

Resolutions offered by the Majority Leader or Minority Leader must accumulate the one-fifth cosponsor threshold at the time offered

Resolutions announced by other Members must maintain the one-fifth cosponsor requirement for at least one legislative day after introduction

Eliminates the requirement for oral announcement of such resolutions

Applies only to resolutions addressing conduct of Members, Delegates, or Resident Commissioners, and does not affect resolutions under clause 2(a)(3) of Rule IX
