House Resolution 1068 establishes procedural rules for considering H.J. Res. 143, waiving all points of order against the joint resolution and its provisions

The ranking minority member of the Rules Committee may submit an amendment in the nature of a substitute via the Congressional Record at least one day before consideration, with only the last such amendment automatically adopted

Debate is limited to one hour, equally divided between the majority and minority leaders, with only one motion to recommit permitted before final passage

Clause 1(c) of rule XIX and clause 8 of rule XX are suspended for consideration of H.J. Res. 143, removing certain standard procedural requirements

The Clerk must transmit the passed joint resolution to the Senate within three calendar days of House passage
