Affirms that people living with HIV should not be criminalized or face enhanced punishments solely based on their HIV status

Notes that 32 states have HIV-specific exposure/transmission laws, 28 states have penalty enhancements based on HIV status, and up to 25% of prosecuted cases involve spitting or biting which do not transmit HIV

Supports removal of HIV laws deemed scientifically inaccurate and calls for increased funding for HIV prevention, testing, treatment, and PrEP/PEP access programs

Encourages education for communities, law enforcement, and judicial stakeholders on current scientific understanding of HIV transmission and treatment
