Directs 16 House authorizing committees to review laws within their jurisdiction and identify changes needed to eliminate excessive Executive Branch discretion within 6 months of adoption

Requires committees to submit their recommended law changes to the Committee on Oversight and Government Reform

Covered committees include Agriculture, Armed Services, Budget, Energy and Commerce, Education and Workforce, Financial Services, Foreign Affairs, Judiciary, Natural Resources, and others

Committee on Oversight and Government Reform must expeditiously report legislation carrying out all recommendations without substantive revision

Resulting legislation would be titled the "Article One Restoration Act," aimed at reasserting congressional authority over executive implementation of laws
