Directs the Chief Administrative Officer to immediately stop accepting or distributing China Daily and other Chinese Communist Party-controlled publications in the Capitol, House Office Buildings, and all House-operated facilities

Prohibits use of internal House mail systems for delivery of CCP-controlled publications and requires notification to all relevant House offices of the policy change

Defines "Chinese Communist Party-controlled publication" as any publication required to register under the Foreign Agents Registration Act of 1938 that is owned, controlled, or directed by the CCP or its affiliates

Preserves the right of Members and employees to privately receive such publications, access them through public or research facilities, and allows Library of Congress collection

Takes effect immediately upon adoption of the resolution
