House Resolution 1128 recognizes the importance of fully funding the Department of Homeland Security and its more than 20 component agencies, including the Coast Guard, CBP, CISA, FEMA, ICE, Secret Service, and TSA

During the current lapse in appropriations, more than 50,000 TSA employees are working without pay, over 300 TSA employees have resigned, and Coast Guard civilian personnel have missed paychecks

The resolution cites multiple recent domestic security incidents in March 2026, including a mass shooting in Austin, Texas; an attempted ISIS bombing near the NYC Mayor's residence; a vehicle attack on a Michigan synagogue; and a shooting at Old Dominion University

Expresses that withholding funding from individual DHS components would degrade interagency coordination and increase risk to the American public during a heightened threat environment
