Amends House Rules to prohibit consideration of any concurrent resolution for August recess after July 31 unless all regular appropriation bills for the next fiscal year have been passed

Applies to all 12 annual appropriation bills under the jurisdiction of House Appropriations Committee subcommittees

Targets the appropriations process for fiscal years beginning October 1, requiring House action before the traditional August congressional recess
