Members of the House who have given birth or whose spouse has given birth may designate another Member to cast votes and record presence on their behalf for up to 12 weeks following the birth

Pregnant Members may begin proxy voting prior to birth if a health care provider advises that the pregnancy presents a serious medical condition or prevents safe travel

Members must submit a signed letter to the Clerk designating their proxy, and the Clerk maintains a publicly available electronic list of all active proxy designations

Proxy voting also extends to committee votes, with Members able to designate a fellow committee member as proxy for the same 12-week period

Members voting by proxy cannot be counted toward establishing a quorum in either the House or committees, and proxy designations are automatically revoked if the Member casts their own vote
