Establishes a House Select Committee to Defeat the Mexican Drug Cartels composed of up to 21 members, with up to 10 appointed after consultation with the minority leader

Committee has investigative authority only (no legislative jurisdiction) to examine Mexican drug cartel operations, international networks enabling them, and U.S./Mexican government efforts to combat them

Requires at least one majority member from each of five standing committees: Appropriations, Judiciary, Homeland Security, Armed Services, and Financial Services

All reports must be submitted to the House by December 31, 2026, with policy recommendations due to relevant standing committees by December 31, 2025

Reports must be made publicly available within 30 days of completion in unclassified form, though classified or law enforcement-sensitive annexes are permitted
