Authorizes consideration of H.R. 1526, which would amend Title 28 to limit district court authority to provide injunctive relief

Authorizes consideration of H.R. 22, which would amend the National Voter Registration Act of 1993 to require proof of U.S. citizenship to register to vote in federal elections

Each measure receives one hour of debate equally divided between majority and minority, with all points of order waived and one motion to commit/recommit permitted
