Establishes a new House Committee on the Elimination of Nonessential Federal Programs to research, review, and identify underperforming or nonessential federal programs for modification or elimination

Committee would consist of 18 members: 4 each from Appropriations, Budget, Oversight and Government Reform, and Ways and Means committees, plus a Chair appointed by the Speaker and Vice Chair appointed by the minority leader

Requires bipartisan composition with 2 minority party members from each of the four source committees, and the Chair and Vice Chair must be from different political parties

Committee must submit at least annual reports with findings and a list of nonessential programs, along with legislation to eliminate identified programs and rescind associated funding

Creates expedited floor procedures limiting debate to 10 hours with no amendments allowed; committee would sunset at the close of the 120th Congress
