Establishes a 13-member Select Committee appointed by the Speaker, with 5 members appointed after consultation with the minority leader, to investigate alleged concealment of President Biden's cognitive and physical health decline from the public

Directs the committee to investigate Biden's cancer diagnosis, the roles of Vice President Kamala Harris and Jill Biden in any cover-up, Biden's use of autopen for official presidential acts, and the handling of Special Counsel Robert Hur's interview tapes

Authorizes the committee to examine media outlets' role in spreading "false or misleading narratives" about Biden's health and to investigate his mishandling of classified documents

Grants the committee subpoena power, authority to compel information by interrogatory, take depositions, and access intelligence community sources and methods related to its investigation

Requires all reports to be submitted to the House by December 31, 2025, with the committee terminating 30 days after filing its final report
