Honors the Republic of Vietnam Military Forces (South Vietnamese Armed Forces), established December 30, 1955, which included the Army, Air Force, Navy, and Marine Division

Recognizes war casualties: more than 250,000 South Vietnamese and 58,000 U.S. service members killed; over 1,000,000 South Vietnamese and 300,000 U.S. personnel wounded

Acknowledges that after Saigon fell on April 30, 1975, more than 250,000 South Vietnamese military members were sent to prison camps, with many held 18+ years and over 20,000 dying in captivity

Honors victims, survivors, activists, and freedom fighters of the Vietnam War, as well as veterans who fled to the United States and contributed to American society
