Records cannot be withheld based on embarrassment, reputational harm, or political sensitivity to government officials, public figures, or foreign dignitaries

Permitted redactions limited to victim identifying information, child sexual abuse materials, information that would jeopardize active investigations, images of death or abuse, and properly classified national security information—all redactions must include written justification
