Calls for all perpetrators of the genocide to be brought to account, regardless of rank or status

Rejects efforts to enlist or associate the U.S. Government with denial of the Sikh Genocide

Acknowledges that the Indian government, through officials, Members of Parliament, police, and state institutions, led, participated in, and failed to prevent the genocidal attacks

Notes the Sikh community in the U.S. includes over 500,000 individuals who continue to experience physical and psychological trauma from the events
