H. Res. 986 establishes procedural rules for House consideration of H.R. 7007, waiving all points of order against the bill's consideration and provisions.

The ranking minority member of the Rules Committee may submit one amendment in the nature of a substitute, which must be printed in the Congressional Record at least one day before consideration.

Debate is limited to one hour, equally divided between the majority and minority leaders, with only one motion to recommit permitted before final passage.
