Authorizes $350,000,000 per year for fiscal years 2026, 2027, and 2028 to fund the initiative, with Congress expressing that Baltic countries should provide matching funds

Focuses on developing regional military capabilities including long-range precision fire systems, integrated air and missile defense, maritime domain awareness, land forces development, and large caliber ammunition stockpiling

Requires the Secretary of Defense to submit a strategy report to Congress within one year, addressing security threats from both Russian aggression (including the 2022 Ukraine invasion) and malign activities of China in the region

Includes coordination with Poland as a neighboring NATO ally and efforts to improve Baltic cyber defenses and resilience against hybrid threats
