Establishes the Southwestern Power Administration Fund in the U.S. Treasury to consolidate all receipts, collections, recoveries, and trust funds of the Southwestern Power Administration

Transfers unexpended balances from three existing funding sources into the new Fund: the continuing fund (16 U.S.C. 825s-1), the advanced payment fund (16 U.S.C. 825s-4), and the offsetting collections fund (16 U.S.C. 825s-7)

Authorizes Fund expenditures for operation and maintenance of power transmission facilities, marketing electric power, construction and acquisition of transmission infrastructure, and administrative expenses

Allows the Secretary of Energy to incur obligations in advance of appropriations, with amounts remaining available until expended and excess funds transferred annually to the Treasury as miscellaneous receipts

Applies provisions governing wholly owned Government corporations (31 U.S.C. Chapter 91) to the Administrator and repeals certain existing appropriations provisos from 2010 law
