Amends Medicare's process for redistributing medical residency training slots when a hospital closes

Simplifies the priority ranking system for redistribution by removing one tier (changing "Fourth" priority to "Third")

Requires hospitals receiving redistributed residency positions to demonstrate likelihood of starting to utilize positions within 2 years and filling them within 5 years

Applies to residency slot redistributions for hospitals closing on or after the date of enactment
