Amends the Civil Rights Act of 1964 to expand termination of federal financial assistance from the specific non-compliant program to the entire program or activity where violations are found

Requires recipients found in noncompliance with civil rights requirements to repay all federal financial assistance received for that program during the fiscal year of the violation, regardless of whether funds were already spent

Repayment amounts would be collected as claims of the United States Government under federal debt collection procedures (31 U.S.C. Chapter 37)

Suspends all federal financial assistance to recipients when a court issues an injunction alleging civil rights violations, lasting until either the court certifies compliance or 1 year after the injunction date

Requires federal agencies to notify all other agencies covered by Title VI when an injunction is issued, triggering a government-wide funding suspension for the recipient
