Requires the Attorney General, Secretary of Homeland Security, and Secretary of the Treasury to develop and implement a strategy within 120 days to prevent the importation and trafficking of machinegun conversion devices

Mandates coordination between federal agencies (ATF, FBI, Homeland Security Investigations, Customs and Border Protection) and state/local law enforcement to detect, seize, and trace machinegun conversion devices, including those produced using 3D printing

Requires an initial report to Congress within 120 days on the strategy, followed by updates every 2 years on implementation progress

Amends the Internal Revenue Code to allow forfeiture of proceeds derived from illegal machinegun trafficking

Directs the Attorney General to include machinegun conversion device data in the annual firearms trafficking report, including crime statistics and whether devices originated domestically or from foreign countries
