Amends Medicare (Title XVIII of the Social Security Act) to expand allowable reimbursable costs for hospital-based nursing and allied health education programs licensed by state law or accredited by professional organizations

Requires Medicare to cover direct and indirect education costs including those incurred by hospitals, allocated from related entities, associated with clinical training, faculty contracts with external educational institutions, and shared administrative services

Defines "related entity" broadly to include organizations connected to hospitals through common ownership, corporate membership, shared legal entity status, or shared boards

Mandates the Secretary of Health and Human Services issue implementing rules within 120 days of enactment

Prohibits Medicare from recouping education-related costs that would be allowable under the new provisions and requires refunds of amounts recouped during the 6-year period prior to enactment
