Prohibits state licensing authorities from sharing criminal history record information with interstate compact commissions, other state entities, or the public—information must be used solely for licensing decisions

Permits state licensing authorities to share only a binary "satisfactory/unsatisfactory" determination with compact commissions regarding completed background checks

Amends the Intelligence Reform and Terrorism Prevention Act of 2004 by adding a new Section 6404 governing the sharing and use of criminal history records for professional licensing

Applies to licenses, multistate licenses, certifications, and "privileges" granted under interstate compacts that allow professionals to practice across member states
