Mandates terrorism sanctions on the Popular Resistance Committees (PRC) within 90 days, including blocking of U.S. property and assets, visa revocation, and inadmissibility for officials, agents, affiliates, and controlled entities

Requires the Secretary of State to report within 90 days on whether the Lions' Den and PRC meet criteria for designation as specially designated global terrorists and foreign terrorist organizations

Establishes ongoing biennial reporting requirements to identify new entities operating under the PRC umbrella and determine if they qualify for terrorist designations or sanctions

Allows the President to waive sanctions for up to 180-day periods if certified as vital to national security, with 15-day advance notice to Congress required

Creates exceptions for compliance with the UN Headquarters Agreement and for authorized U.S. intelligence, law enforcement, and national security activities
